Richmond Consulting is able to offer testimony regarding U.S. Navy and commercial ship design, construction and maintenance. In particular this will address the specifications for and use of asbestos contained insulation, including asbestos aboard ship and present in shipyards for various marine engineering applications. This includes boilers, steam generators, main and auxiliary steam systems, and the equipment connected to the steam systems, i.e., pumps, valves, as well as the use of asbestos for insulation, lagging, gaskets and packing aboard ships and in shipyards. This includes testimony to the authenticity and meaning of records, specifications, qualified products lists and other documents pertaining to Navy and commercial ship construction and repair and overhaul. Testimony is also routinely provided regarding research, development, design, engineering, procurement and shipyard production practices for the Navy and commercial ships in regard to asbestos containing materials on board ship and in shipyard shops.

Richmond Consulting has more than 40 years of experience in the maritime industry and specifically with the Department of Defense, U.S. Navy, U.S. Coast Guard, Department of Justice, and National Oceanic and Atmospheric Administration (NOAA). The practice centers on contractual aspects of the design, operation, and maintenance of Navy, Coast Guard, and NOAA ships as well as the optimal design and production execution for shipyards and the shipbuilding and repair industry. As may be seen from the below table, this includes litigation support, not only for commercial shipyards, but also for the Navy, Coast Guard, Department of Justice, and numerous national law firms. The assignments often involve assistance to parties engaged in claims, government Requests for Equitable Adjustment (REAs), that is, litigation that involves the cost, schedule and performance of shipbuilding for new construction as well as ship repair programs.
